CREATION OF NEW GRADE OF UDC (NFSG) IN DGQA ORGANISATION


This association had taken up the case for creation of new grade of UDC (NFSG) at par with (CSCS) with HQ DGQA.  The letter is furnished below for the information of all members please.

CREATION OF NEW GRADE OF UDC (NFSG)
IN DGQA ORGANISATION

R/Sir,

Ref : Govt. of India, DO P&T letter No.20/49/2009-                         CSII(B) dated 22.06.2011.

2.     According to the above letter under reference, a new grade of UDC (NFSG) had been created in the Central Secretariat Clerical Service (CSCS) in the grade pay of Rs.4200/- in pay band-II.

3.     It is evident that the UDC’s existing in CSCS have came on promotion from LDCs with similar qualification bar as prescribed in DR in all Departments.  There had been no description of additional qualification to introduce a new grade in CSCS.

4.     The VI CPC under Chapter 3.1, had its complete study on the Recruitment process, Service status and other aspects and had recommended to remove the disparity existed between CSCS & Field/Sub-ordinate office clerical staff, having a view the recruitment and working aspect are of same and accordingly, the Govt. of India, agreed to that had issued a similar pay package to all clerical staff to all Department with a uniform pay/band pay.

5.     The present issue on creation of new post to CSCS alone does not appear in good sign.  It should be invariably created/ applicable to all Department staff.

6.     It is therefore requested to take up necessary action at appropriate level to introduce similar grade in our organization at the earliest please.

DPC OF LDC-UDC

Dear Members

It is hereby informed that the DPC of LDC-UDC will be held at an early date since the RR of OS has been finalised.

MERGER OF LDC-UDC

Dear Members,

This Association along with the help of other unions made a request to our department for merging of LDC-UDC. The same was discussed in the main meeting. It is understood from the sources that the matter is under active consideration with our department. Let us hope for the best.

DEPUTATION TO THE POST OF ADMINISTRATIVE OFFICER STOPPED

Dear Members,

Here is some good news for clerical staff of DGQA. All India DGQA Clerical Association JCM-III member confirms that hence forth there will be no deputation from other department to the post of Administrative Officer in DGQA. It is also understood that the existing SRO percentage of 60-40% on promotion-deputation being amended accordingly.

110 VACANCIES FOR PROMOTION TO THE GRADE OF OFFICE SUPDT

Dear members,

Shri L Anthony Yagappan, JCM-III leader attended the last JCM-III main meeting and he confirms that the Recruitment Rules in respect of Office Supdt has been finalized and waiting for official language implementation. It is understood that nearly 110 vacancies of OS is lying vacant. The same will be filled up by promotion from eligible UDCs by DPC on finalisation of RR at an early date.

ALL LDCs-UDCs TO GET UNITED

This is the final hours to get united for all LDCs and UDCs of Central Govt Department. If this does not happen now then nobody can change the fate of our category. We have been deprived by all the Pay Commissions only because we belongs to universal category. Being a universal category and having large in number we are not able to achieve our goals. We have been kept at par with other Group `D' staff. It is also a very interesting thing that all the clerical staff are representing various unions and associations and are holding a higher posts in that particular unions/associations. But if we look behind we can observe that we have not done anything to our own cadre but we have done number of things to other categories. We all know that social work is thankless job. It is my sincere opinion to all LDCs & UDCs should come under one umbrella and to organize strong protests so as to meet our minimum target of achieving Grade Pay of Rs.2800/- wef.01.01.2006.

POINTS SUBMITTED FOR STEERING COMMITTEE MEETING

(i) Merger of LDC and UDC

The duties and responsibilities of LDC/UDC are similar and on promotion retain within the department as ratio being maintained as 1:1. Presently the cadre consists of LDC, UDC, OS & AO an elongated channel of promotion. In relation to working aspects and strategy, the four grade structure may be brought into a three grade structure to avoid maintenance of ACR, Promotional ratio, DPC in an elongated manner.

This will also help to re-categorise into working group, supervisory group and decision group (Management level). P&T had already set an example of merger of their post, namely LDC/UDC with creation of new post namely Postal Assistant. Prior to merger of LDC/UDC the basic qualification was 10th std which was raised upto 10+2 for Postal Assistant.

The 6th CPC has also recommended to merge such posts which are having identical nature of duties.

There had been hardly any Direct recruitment for past 10 years and therefore, the LDC who remain in DGQA organization have almost been granted with Ist ACP. Matching savings can also take place to avoid financial implication. Hence the above point may be included for the main meeting.


(ii) DPC

Since the recruitment rules in respect of LDC/UDC has been published and it is also understood that the recruitment rules in respect OS has also been completed, DPC in respect of UDC to OS may please be conducted at an early date so as to avoid further lose to the affected individuals.

NATIONAL ANOMOLY COMMITTEE MEETING -2011

National Anomoly Committee meeting to be scheduled on 15 Feb 2011. It is understood that the following are the main points which will be discussed in the meeting :-

(i) Grant of an additional increment whose increments falls in Feb to Jun months in the pre-revised scale.

(ii) MACP Issues

(iii) Promotion/Direct recruitment fixation anomolies.

JCM-III MAIN METING

Shri L ANTHONY YAGAPPAN, JCM-III member attended the last main meeting and these are some of the points which was discussed by him :-

1. Cadre review of clerical staff
2. Surrender of promotional post by the Deptt.
3. DPC of Clericl staff
4. Merger of LDC&UDC

Letter in detail has been despatched to all the brach offices for information.

Our JCM-III member invite any grievances from our members which cannot be sort out at their level. He assures the same will be taken up with higher authorities.
